These are two powerful phases. The Neptune archetype is dominating Israel during its current Jacob's Wheel 7 year cycle. Among other things, Neptune dissolves the veil of illusion that hides the deeper levels of reality.
The Neptune-Pluto phase is potentially very transforming, but can be difficult. Because this phase occupies the middle (i.e. 11th) place of the series of 21 phases it represents a possible major turning point in Israel's evolutionary 7 year spiral-cycle.

One of the most obvious Neptune-Pluto developments that is occurring in Israel right now is the struggle over the Al-Aqsa Mosque/Temple Mount. Neptune represents all things spiritual/religious and Pluto applies pressure to release festering dark energies for a possible healing. But the "healing" part seems a long way off.
